  Sens. Tom Carper (D-DE) and Tom Coburn (R-OK) introduced S. 1486, a postal bill that landed with a thud. Little new in Rep. Darrell Issa’s (R-CA) H.R. 2748.

  Without the pre-funding requirement, it would have made a $330 million profit.
