NALC President William H. Young on March 26 appointed Region 9 (Atlanta) Regional Administrative Assistant Judy Willoughby as the region's new National Business Agent, effective April 3, following announcement of the retirement of longtime NBA Matthew "Matty" Rose.

Willoughby will become the first woman to hold the position of National Business Agent in the union.

She will become the third female member of the union's 28-member Executive Council, joining Secretary-Treasurer Jane E. Broendel and Assistant Secretary-Treasurer Myra Warren.

In addition, there are three women elected as NALC Delegates to the AFL-CIO: Denise Brooks, Medford, OR Br. 1433; Anita Guzik, Los Angeles, CA Br. 24, and Marilyn sermely, Providence, RI Br. 15.

‘Just Time'

In a letter to friends and colleagues announcing his retirement, Rose said that after 38 years of union leadership, "it is just time" to pursue different ways to continue his union activities and personal life.

"My decision to retire is not for lack of energy, poor health, unwillingness, or the dissatisfaction of my elected position," Rose said. "I have advised President Young that I will be available to serve the NALC in other capacities, and appreciate his cooperation in this transformation."

Young praised Rose's stewardship throughout his lengthy career and his persistent effort and expertise displayed in working on behalf of letter carriers of the Atlanta Region. The region covers Florida, Georgia, North Carolina and South Carolina.

"Matty set the standard by which all National Business Agents will be judged," Young said.

Tallahassee President

Willoughby, 48, has been an RAA in the region for almost four years, following an 11-year stint as president of Tallahassee Br. 1172. She began her postal career in St. Petersburg in 1980 and quickly became a shop steward. She later transferred to Tallahassee, where she moved up the NALC ladder.

She holds two degrees from St. Peterburg Junior College and attended the University of South Florida. She and her husband, Ken, have one son, Jeff.

Named by President Young to fill Willoughby's full-time RAA position was Jeff Siciunas, president of Br. 3984 in Jacksonville, NC. Siciunas, 42, has been Jacksonville president since 1999. He began his postal career in Omaha, NE in 1985 and transferred to North Carolina a year later.

With Siciunas joining the team, all four states in the region are represented among the NBA and three RAAs.

  Fourth COLA at $166.40
    The projected accumulation for the fourth of eight regular cost-of-living adjustments under the 2001-2006 National Agreement stood at $166.40 following release of the Consumer Price Index for Urban Wage Earners and Clerical Workers (CPI-W) for February.

The fourth COLA will be based on inflation between January and July 2004 and will be payable in the second full pay period following release of the July 2004 index.

The $166.40 annual accumulation equals 8 cents per hour or $6.40 per pay period.

The third COLA of $187 annually was announced last month and took effect on March 6. It will be reflected in carriers' March 26 paychecks.

The projected accumulation toward the 2005 retiree COLA stood at 0.9 percent following release of the February CPI-W. The 2005 retiree COLA will be based on the increase in the CPI-W between the third quarter of 2003 and the third quarter of 2004.

The 2005 COLA for Federal Employees Compensation Act (FECA) participants stands at 1.1 percent based on the latest figures. The 2005 FECA COLA is based on the increase in the CPI-W between December 2003 and December 2004.

  Watson Named Compensation Assistant
    Ron Watson, who has been a full-time Regional Administrative Assistant for the past five years in Pacific Northwest Region 2, has been appointed by President Young to the NALC Headquarters staff as Assistant to the President for Compensation, succeeding Linda DeCarlo.

DeCarlo accepted a position as staff specialist in the Branch of Technical Assistance in the Labor Department's Office of Workers Compensation Programs (OWCP).

Watson, 56, specialized in workers compensation issues in the National Business Agent's office, working with two OWCP Regions – Denver and Seattle.

He served as a part-time RAA and local business agent for several years before accepting the full-time position in 1999, and had been president of NALC Br. 1274 in Corvallis, Oregon for more than 10 years.

  Varied PR Activities Promote Food Drive

Nationwide activity to encourage donations to the May 8 NALC National Food Drive has moved into full-swing with bulk shipments of over 115 million Campbell Soup/Postal Service postcards already in the mailstream to many NALC branches and delivery of 42.6 million Valpak "Food Drive" envelopes underway.

To complement the postcard and envelope mailings, Campbell Soup Company – the major corporate supporter of the drive – is planning several additional events over the next fesw weeks, including:


Full-page color public service ads in Parade, People, Star and Prevention magazines.


Full-page advertisements urging donations in Sunday newspaper coupon supplement sections to some 21 million homes.

Satellite television Public Service Announcements in April and May featuring reigning Olympic figure skating gold medalist Sarah Hughes. (Dates and satellite coordinates for the transmission of the video feeds will be announced as available. Branch food drive coordinators should watch the NALC Bulletin and website for details.)

  NALC Temporarily Suspends
Southwest ‘Customer Connect'
   

NALC President William H. Young has informed representatives of the Postal Service that the NALC is temporarily suspending Customer Connect in the Southwest Area.

When this process was initiated, Young made clear to USPS officials that when letter carriers promised their patrons they would be called within certain time frames, those commitments had to be honored.

"The National Guidelines established for this program were not adhered to in the Southwest Area so the decision was made to suspend the process there to allow the national parties to address compliance issues," Young said. "NALC hopes that these problems can be worked out and the process re-instituted soon."
