NALC Director of Health Benefit Plan, Timothy C. O'MalleyTimothy C. O’Malley was serving his second four-year term as National Business Agent for Region 12, covering Pennsylvania and South and Central New Jersey, when in January 2006 NALC President William H. Young named him to lead the union’s health insurance plan to fill a vacancy created by a retirement.

At the 65th Biennial Convention in Las Vegas, O’Malley, a member of Philadelphia Branch 157, was elected by acclamation to continue serving as Director of the Health Benefit Plan, created more than 50 years ago by letter carriers for letter carriers.

“I’m grateful to President Young for the opportunity to work with the fine people who operate our union’s health plan,” O’Malley said. “My main goal as Director is to bring all my brother and sister letter carriers—both active and retired—into their union-owned, union-operated health benefit plan. I look forward to the challenges that lie ahead of me in attaining this goal.”

O’Malley brings a substantial amount of experience to his position. He became a letter carrier at age 18, just weeks after the 1970 wildcat strike, in which NALC members in the City of Brotherly Love played a significant role. Starting at age 22, O’Malley served for a decade as a Branch 157 shop steward, and later was elected to several branch-wide offices, including trustee, health benefits representative and vice president. He became branch president in 1989.

He was first elected Region 12 NBA in 1998. During the bio-terror attacks in the fall of 2001, he worked tirelessly to protect New Jersey letter carriers in Trenton and Hamilton Township from exposure to deadly anthrax. Delegates to the 2002 National Convention in Philadelphia re-elected O’Malley as Region 12 NBA by acclamation.

O’Malley and his wife, Sue, have three sons and two daughters.
